As you know, The Corporate Universities found by the many firms prevail in the Industrial Area for supporting the production. Based on the visions, the missions and the aims of the companies, the Corporate Universities are generally seen as the silver bullet to increase the level of the quality and the standart of the company workers, incumbents, even the directors and the managers.The Corporate University can be named as the Corporate Academy through the definitions caused accreditation discrepancy between the university and the academy in some countries according to each of terms of reference and legislation.
There are many corporate solution trainings regarding the details of the security alongside the production and the administration matters for the companies having the Corporate University or Academy. If you are a body which manages a seaport, the security training which increase the safety level of the production chain should be priority. Considering the maritime security regulation ISPS Code; as known RSO, Recognised Security Organisations defined as expertise in security matters and ship and port operations may be a solution part of the Corporate Academies of the enterprises or RSOs may directly offer the corporate solution training related to trainings, drills and exercises on port facility security for the port personnels, working up into getting the level of the Corporate Academy. ISPS terms regarding RSOs may be examined again and be offered to regulate the training details considering aspects of the assets and the capabilities of the RSOs. It’s only an opinion at first glance to increase the quality of personnel training for port security.
Investment in the personnels who work at sea ports should has a great importance but a lower rate than the other expenditure items. As in the other fields, the Corporate University or Academy which can be imposed as an obligation will contribute the analytical overview to the personnels for their duties and integrality consists of improving emergency responses at land area, air zone and sea surface/underwater area for the security management of the seaports. The tools, the methods, the authorities and also the list of the courses in the context of the main curriculum determined by the Maritime Safety Authority of the State may be put forward in ISPS Code under the title of ‘Training, Drills And Execises On Port Facility Security’ for getting the standarts among the possible Corporate Universities.
I would like to repeat that it is only an opinion at first glance to increase the quality of personnel training for port security. There are many maritime excellence centers of intellectual level addressing the elites at the present time but they are not corporate solution for the port security. I think it is inevitable that the possible Corporate University solution will be discussed for durable resolution in the short term by the international communities. I guess we will hear the favorable statements imposing the legislative reforms by the side of the new versions of the ISPS Code for the enterprices or the companies managing the ports from the international organisations.
