Public Services and Procurement Canada, acting on behalf of the Canadian Coast Guard, has awarded a contract to Chantier Naval Forillon through an open competitive process. This contract is for the construction of a diesel-electric hybrid Near-Shore Fishery Research Vessel (NSFRV).

The NSFRV serves as a specialized vessel designed for fisheries, oceanographic, and hydrographic sciences. Equipped with state-of-the-art technologies in these fields, this new vessel will play a crucial role in conducting vital research to gather data and information necessary for informed decision-making regarding sustainable fisheries and the preservation of healthy ecosystems in the St. Lawrence River and Gulf region.

The NSFRV’s design incorporates features aimed at reducing power consumption. Notable among them is a hybrid propulsion system with a battery bank, as well as energy-efficient electrical and deck equipment systems. This configuration results in significantly lower greenhouse gas emissions compared to a non-hybrid setup. Moreover, the vessel can operate at low speeds on battery power for 30-60 minutes per day. Additionally, the batteries can support overnight operations, reducing the need for generators in harbors and thereby minimizing pollution and ambient noise.

Canada is taking proactive measures to combat climate change and enhance vessel design. The NSFRV is anticipated to become part of the Canadian Coast Guard fleet as early as 2027.

The global impact of climate change and ocean warming is evident in Canada and around the world. Consequently, finding sustainable and resilient solutions to safeguard our waters is of paramount importance. In alignment with the Government of Canada’s commitments to reduce greenhouse gas emissions by 2030 and 2050, the Canadian Coast Guard is steadfast in its efforts to decarbonize, transitioning toward a greener, low-carbon fleet.

Diane Lebouthillier, Minister of Fisheries, Oceans, and the Canadian Coast Guard, emphasized the significance of this development, highlighting its positive economic impact on the Gaspé Peninsula. She noted that the vessel’s construction will create and sustain high-skilled, well-paying jobs while bolstering the region’s economy.

Jean-Yves Duclos, Minister of Public Services and Procurement, hailed the contract with Chantier Naval Forillon as a crucial step towards building a more environmentally friendly and innovative fleet. This vessel will enable the Canadian Coast Guard to continue its vital missions, including saving lives, ensuring maritime security, and safeguarding the environment. Duclos also underscored the economic benefits, emphasizing the creation of quality jobs and the strengthening of Eastern Québec’s economy.
